  1. Introduction
    The Hull & East Yorkshire Local Enterprise Partnership (HEY LEP) has a remit to drive the growth of the Hull and East Yorkshire economy for the benefits of the communities in the two local authority areas of Hull and the East Riding of Yorkshire. Working in partnership the key areas of focussed activity to facilitate this growth are:
    • A skilled and productive workforce
    • Thriving successful business
    • An infrastructure that supports growth
    The Hull & East Yorkshire Growth Hub (HEYGH) is part of HEY LEP and provides quick and easy access to local and national resources along with information to support business to start, sustain and grow. The HEYGH provides support for businesses based in Hull and the East Riding of Yorkshire, as well as offering assistance for business looking to invest in the region.
    To further develop these activities, Hull City Council on behalf of the HEYGH predecessor Humber Growth Hub – and the four Humber Local Authorities – submitted a range of proposals in response to competitive calls for European Regional Development Fund (ERDF) projects released by the Department for Levelling up Housing and Communities for the 2014-2020 European Structural and Investment Funds (ESIF) Programme.
    The approval of these bids strengthened the Humber Growth Hub’s provision of business support services across the Humber, enabling the provision of a range of new products and services for SMEs to access under the banner of #GrowMySME. There are three main schemes being delivered through #GrowMySME:
    • Business Growth Scheme (BGS)
    • ICT for Growth
    • Finance for Growth

The BGS is a programme of support which adds value to the existing Growth Hub offer, including additional advisor support, a workshop programme, a grant funding scheme, sector development and supply chain activity.
This digital marketing campaign will specifically help to promote the following strands of BGS activity:
1) Workshops, webinars and 121 consultancy masterclasses
These workshops, webinars and 121 consultancy masterclasses provide SMEs across the Humber region with access to expert advice and guidance on matters such as sales, marketing, business systems and processes, business leadership, innovation, culture, and recruitment, HR and workforce development topics. These sessions help SMEs to become more productive, more competitive, more resilient, and ultimately aid their business growth.
2) Sector Specific Support – e.g. the Humber Social Enterprise Accelerator
The BGS has a remit to support the development of certain key business sectors in the Humber region. This has seen the commissioning of sector-specific support interventions such as the Humber Social Enterprise Accelerator (Humber SEA), as well as a workshop series for leisure, retail and hospitality firms in the visitor economy (known as the THRIVE programme).
3) Business Growth Grants
The BGS operates a grant scheme for SMEs that need to work with external providers of advice and consultancy in order to grow. Grants of between £1,000 and £5,000 are available on a 40% intervention rate, with the SME providing matched funding to make up the 60% of project costs. For example, a project of £10,000 would see a grant award of £4,000 and a business match funding contribution of £6,000.
The division of campaign activity and resources between the above strands will be confirmed and agreed in the contract inception meeting and may be subject to change over the duration of the contract to reflect changing operational priorities.
Campaign Description
The key aim of the digital marketing campaign is to raise awareness of, and drive business engagement with, the three strands of BGS activity as outlined above across the Humber region, which is:
• Hull
• East Riding of Yorkshire
• North Lincolnshire

The target audience are Small and Medium Enterprises (SME).
As well as raising awareness of the BGS and the aforementioned strands of activity, we also have an objective to improve the following metrics:
• Number of new business registrations to the BGS
• Number of businesses attending workshops, webinars and masterclasses
• Number of businesses accessing the Humber SEA and the THRIVE Programme
• Number of businesses submitting applications for a Business Growth Grant
To do this we are looking to procure the services of a digital marketing agency to develop a digital marketing campaign that will use key call-to-action messaging aimed at the owners and leaders of SMEs in the Humber region.
Digital channels to consider could include, but indeed may not be limited to:
• Social channels such as Facebook, Twitter and LinkedIn
• Video content such as YouTube and TikTok
• Search Engine Optimisation (SEO)
• Paid search and advert promotion such as Google Ads and Facebook Ads
• Email marketing
• SMS campaigns
Any activity via social channels shall use the existing HEY Growth Hub social accounts which are:

The BGS also has dedicated webpages on the #GrowMySME product website, which can be found at www.growmysme.co.uk
The BGS also has a suite of branding and logo assets which will be shared with the Service Provider. However, campaign-specific assets (i.e. social ads, banner ads etc) will need to be developed using the provided branding and logo assets.
Duration
The digital marketing campaign itself will run approx. w/c 5th December 2022, until the 31st May 2023. Please note that the actual end point for submission of all invoices will be the 30th April 2023.

  1. BUDGET, PAYMENT AND INVOICES
    The maximum budget for the delivery of the Digital Marketing Campaign is £20,000 excluding VAT. This budget is inclusive of all costs associated with the delivery of the contract.
  2. TECHNICAL SPECIFICATION
    Suppliers are required to fully respond to each of the following quality questions:
    Proposal (Quality & Creativity) – 40%
    Please outline details of the digital marketing campaign which you would run/deliver, including your proposed channels and how you think these will help achieve our objectives. This must include indicative timescales, a project plan and how you will ensure that we target eligible SMEs, from across the Humber region.

    Skills and Experience – 40%
    Please provide details of your relevant skills and experience in relation to digital marketing campaigns, and how it would aid you in the delivery of this contract. Please also provide examples of relevant previous work undertaken and how this would support in the delivery of this contract.
    (Max 750 words)
    Price – 20%
    Please provide a total contract price for the delivery of your digital marketing campaign. Including an indicative breakdown of how you will utilise the available budget across all activity, including project management, campaign development, content development, and paid-for activity (i.e. social media ads, Google ads etc.).
    This must be inclusive of all costs, but exclusive of VAT.
